First, duplicate your background layer and set it to Overlay at 100%.
Duplicate the Copy of Background for a double overlay effect.
Create a new raster layer and fill it with #201B3D. Set it on Exclusion at 100%.
Go to Layers > New Adjustment Layer > Hue/Saturation/Lightness. Set Saturation to 20.
Kelsey's Tips: Play around with the layers. If you want a super-saturated picture, duplicate the adjustment layer two or three times. For even more color, you can also duplicate the overlayed copy of the background a few more times. For a more vintage feel, fill two additional raster layers: one with #F0C600, set to Soft Light at 100%, and the other with #4E2824, set to Multiply at 30%.
