This picture is a little dark. So, first, I'm going to duplicate my background layer and set it to Screen at 100%.
Then, go to Layers > New Adjustment Layer > Color Balance. You can play around with these a little. This is the way I set mine up:
Midtones: -70, 0, 70
Shadows: 100, 25, -20
Highlights: 15, 10, -15
Make sure "Preserve Luminance" is checked. This is what your picture might look like so far:
Make a new raster layer and fill it with #07003E. Set it on Difference at 100%.
Duplicate your background layer and drag it to the top. Set it on Screen at 50%.
Make another new raster layer and fill it with #315969, set to Saturation (Legacy) at 50%.
Kelsey's Tips: Photos using this kind of effect sometimes look even better with brushes and/or text. So play around a little and add some! See what works.
