Frosted Vintage

Fill a new raster layer with #481011 and set it to Saturation at 100%.

Fill a new raster layer with #E791AC and set it to Soft Light at 100%.

Fill a new raster layer with #D9B661 and set it to Darken at 100%.

Fill a new raster layer with #00357C and set it to Exclusion at 70%.

Kelsey's Tips: This effect works best with a red image. If you have a different colored image, you can still use this tutorial, but the image may be too light. In such a case, duplicate the background layer, drag it to the top of all layers, and set it to soft light.
